Renewable Energy EU Tenders

Renewable energy procurement is one of the highest-growth public sector categories in the EU, driven by the REPowerEU plan, the Fit for 55 legislative package, and national climate commitments. EU public authorities — from central government ministries to municipalities, hospitals, universities, and public transport operators — are procuring renewable energy at scale: solar photovoltaic (PV) installations on public buildings, corporate power purchase agreements (PPAs) for green electricity, wind energy for public infrastructure, heat pump systems for district heating, hydrogen infrastructure feasibility studies, and battery storage systems for energy security. Above EU thresholds, all renewable energy contracts are published on TED.

The EU's Solar Rooftop Initiative — targeting solar panels on all new public buildings by 2026 — is generating a wave of solar PV installation tenders across member state public estate portfolios. Large-scale PPA tenders, where public authorities secure long-term contracts (10–20 years) for renewable electricity supply at fixed prices, are increasingly used by EU institutions, member state central governments, and large public authorities to meet both cost certainty and climate targets simultaneously. The European Commission, the EIB, and national renewable energy agencies are also tendering significant volumes of feasibility studies, market studies, and technical advisory services for green hydrogen corridors, offshore wind grid connections, and clean energy transition planning.
