Mining and construction machinery under CPV division 43 covers EU procurement of excavators, bulldozers, cranes, road construction equipment, drilling rigs, compaction equipment, piling machines, and materials handling equipment. Contracting authorities include road agencies, rail infrastructure managers, port authorities, municipal engineering departments, mining and extractive public enterprises, quarry operators, and military engineering corps. Equipment rental and lease contracts, increasingly used by public authorities to avoid capital expenditure, are also classified here when the contracting authority procures access to the equipment.
Construction machinery emission standards are a major procurement driver. EU Stage V emission regulations (Regulation 2016/1628) mandate the most stringent NRMM (non-road mobile machinery) emission limits, applying to new equipment above specified power ratings. Many major EU cities have low-emission zone requirements for construction equipment operating within city boundaries — municipal contracting authorities increasingly specify Stage V or electric construction equipment as mandatory requirements.
