DEFINITION

Qualitative Selection

The assessment phase in which contracting authorities evaluate whether a supplier meets the selection criteria (financial standing, technical and professional ability) before evaluating the quality of the tender itself. A two-stage process in restricted, competitive dialogue, and negotiated procedures.
