DEFINITION

Light-Touch Regime (LTR)

A simplified procurement regime applying to certain social, health, and other services listed in Annex XIV of Directive 2014/24/EU (above €750,000). LTR contracts require publication on TED but allow more flexible procedure design than standard procurement rules.
