Contracting authorities include universities, research institutions, public health laboratories, forensic science facilities, environmental monitoring agencies, national standards institutes, meteorological services, defence research establishments, and customs and border laboratories. Major analytical instruments (mass spectrometers, electron microscopes, sequencing platforms) can exceed €1 million per unit.
Laboratory equipment procurement is characterised by technical complexity and long decision cycles. Contracting authorities frequently require demonstrations, site visits, or prior-approval processes before final specification lock-in.
