Chemical products under CPV division 24 cover EU public procurement of laboratory chemicals, industrial chemicals, cleaning agents, disinfectants, solvents, fertilisers, paints and coatings, adhesives, and explosive materials for public use. Major contracting authorities include public research laboratories, hospitals and healthcare facilities, military establishments, water treatment utilities, road maintenance authorities (de-icing chemicals, road markings), and public industrial enterprises. Chemical procurement is heavily regulated under the REACH Regulation, CLP (Classification, Labelling and Packaging) Regulation, and — for specific substances — the Biocidal Products Regulation and Plant Protection Products Regulation.
The EU chemical regulatory landscape directly shapes procurement specifications in CPV 24. REACH authorisation requirements mean that certain uses of substances of very high concern (SVHCs) require formal EU authorisation prior to use — contracting authorities are increasingly specifying SVHC-free or low-risk alternatives, particularly in cleaning products, surface treatments, and laboratory reagents. For explosives, pyrotechnics, and high-risk chemical precursors, national licensing and background check requirements apply to both the contracting authority and supplier. Chemical distribution and storage regulations (ADR/RID for transport, ATEX for hazardous environments) must be addressed in supplier capability declarations for hazardous substance contracts.
