Energy procurement in the EU public sector encompasses electricity and gas supply contracts for public buildings and facilities, energy performance contracting (EPC/ESCO models for building retrofits), renewable energy installation and maintenance services, smart metering and grid management systems, and energy consultancy. Public sector bodies across the EU are among the largest collective energy consumers, and energy supply tenders represent a major and growing share of procurement volumes as organisations seek to meet EU climate and energy targets.

The EU's REPowerEU plan and the Fit for 55 legislative package are driving unprecedented public investment in energy efficiency and clean energy infrastructure. EU member states are procuring solar photovoltaic installations for public buildings at scale, tendering energy performance contracts for school and hospital retrofit programmes, and commissioning feasibility studies for district heating and cooling networks. State-owned energy grid operators (TSOs and DSOs) are among the largest procurers in this sector, with multi-billion euro investment programmes in grid reinforcement, offshore wind connection, and smart grid technology.

Energy procurement is increasingly structured around long-term power purchase agreements (PPAs) for renewable electricity, allowing public sector bodies to secure price certainty over 10–15 year horizons while supporting clean energy development. Framework agreements for energy supply (grouping multiple public sector buyers) are common in France (via UNI-HA, Ugap), Germany (via KfW-linked schemes), and increasingly in Central and Eastern Europe. Technical specifications in energy tenders increasingly require ISO 50001 energy management system certification and Guarantee of Origin (GoO) documentation for renewable electricity supply.
