Petroleum products, fuel, electricity and other energy sources under CPV division 09 represent one of the highest-volume EU public procurement categories by total contract value. Contracting authorities across all 27 member states procure vehicle fuels (diesel, petrol, LPG, HVO), heating oil and natural gas for public buildings, electricity for street lighting and public facilities, and aviation fuel for military and emergency services. Energy price volatility makes procurement strategy in this category particularly complex — framework agreements with price indexation clauses are standard to manage commodity risk over multi-year contract periods.
The energy transition is reshaping CPV 09 procurement significantly. Electricity procurement increasingly specifies renewable energy guarantees of origin (GOs) under the EU Renewable Energy Directive. EV charging infrastructure contracts, biofuel blends, and hydrogen supply agreements are emerging sub-categories. Large contracting authorities — national grid operators, defence establishments, hospital networks — use dynamic purchasing systems or framework agreements with price adjustment mechanisms to manage energy procurement across extended periods.
