Contract Description
Die Stadt Dettelbach plant die Ertüchtigung der Kläranlage und investiert damit voraussichtlich 15 Mio. Euro in die Versorgungssicherheit. Gemäß dem Prinzip der Kostendeckung ist die Stadt Dettelbach verpflichtet, diese Investitionskosten in Form von Beiträgen bzw. Gebühren auf die Grundstückseigentümer umzulegen. Es wird erwartet, dass der Bieter mit vielseitigem verwaltungsrechtlichem Fachwissen vor allem im Bereich des bayerischen Kommunalabgabengesetzes das gesamte Projekt Verbesserungsbeitrag fachlich fundiert übernimmt. Die Aufgaben erstrecken sich von der Informations- und Aufklärungsarbeit der Bürger, der kompletten und umfassenden Erfassung der Grundstücks- und Geschossflächen (Erstellung von Aufmaßblättern) nach der aktuell gültigen Rechtsprechung, der Erstellung der notwendigen Beitragskalkulation bis hin zur Satzungsberatung inkl. Erstellung von Entwürfen der Verbesserungsbeitragssatzung, Beitrags- und Gebührensatzung und ggf. der Entwässerungssatzung. Die Erfüllung der Leistung wird nach Abschluss des Vergabeverfahrens zeitnah bis spätestens 2028 erwartet. Grundlage der Ausschreibung ist die Leistungsbeschreibung bzw. eine Aufgabenbeschreibung, die der Bieter erfüllen muss. Die Leistung wird in zwei getrennte Satzungsgebiete aufgeteilt, nämlich Satzungsgebiet 1 (Stadt Dettelbach inkl. aller Stadtteile bis auf Mainfrankenpark mit ca. 2.750 Grundstücken) sowie Satzungsgebiet 2 (Mainfrankenpark mit ca. 250 Grundstücken).
