DEFINITION

PCP (Pre-Commercial Procurement)

A procurement approach where contracting authorities fund R&D from multiple competing suppliers to develop innovative solutions in parallel phases — exploration, prototype, testing — before procuring the resulting product through a separate commercial procurement process.
