Contracting authorities include state farms and agricultural enterprises in member states with large public agriculture sectors, forestry agencies, national parks management bodies, municipal green space departments, and military training area maintenance operations. EU subsidies for agricultural modernisation under the Common Agricultural Policy (CAP) also drive indirect demand for machinery through publicly-funded rural development programmes.
Agricultural machinery procurement often involves life-cycle costing — total cost of ownership including fuel consumption, maintenance contracts, parts availability, and residual value — rather than lowest purchase price.
